Foreign Keys & Relational Databases

Greetings,

I am new to phpMyAdmin and MySQL, but I have a lot of experience
working with MS Access. I'm trying to figure out how to configure
phpMyAdmin to allow me to set up relational databases and to designate
foreign keys. I've read the manual and I've read the only book that I
can find on phpMyAdmin (Mastering phpMyAdmin 2.8 by Marc Delisle, not
a very good book, but the only one I could find). I'm just as
confused as ever.

I'm using WAMP5 v.1.7.3 which runs phpMyAdmin 2.11.0 and this is
configured to my computer, not a remote server.

I would greatly appreciate it if someone could direct me to a really
good tutorial that will help me figure this thing out.
