Does PHP GUI support any flavor of PHP debugging tools? If not, any
plans to add that functionality?

No, it doesn't support debugging.
But it uses an external PHP (directly taken in the compiled form from the
php.net website), and you can replace all PHP binaries by yours. If the
binaries that you provide support any debugging, then you can have
debugging.
