As the grace period for FIG 2 proposals has passed, I am proposing the formation of a HTTP Server Middleware (PSR-15) Working Group.

I will continue to act as Editor.

Matthew O'Phinney will be Sponsor.

Normally there would be an expectation of a 2 week discussion before calling the Entrance Vote, but under the circumstances I am fine with skipping it in this case and just opening a vote to confirm the PSR-15 WG.

Anyone feel a need to wait, or shall we just have Matthew open a CC vote?
