[PSR-5][PSR-19] PHPDOC PSRs

Hello everyone,

The Working Group for PSRs 5 and 19 has resumed previous work that was left open in the phpDocumentor fork of fig-standards (https://github.com/phpDocumentor/fig-standards/).  Please get involved there with your ideas and feedback for these efforts.

I will periodically take accepted changes from there and push them upstream into the FIG repository.

Hello everyone,

I've received feedback that working on this fork [1] is not up to FIG's transparency standards, and that all discussions are required to be here on the mailing list [2].

Rather than trying to import old/open discussions from the fork's Issues and PRs, anyone with interests in any of those topics should start new discussion threads here on the FIG's ML.  The current proposed files [3] for PSR-5 and PSR-19 should be considered the baselines for new discussions.

Going forward, I will attempt to provide weekly status emails on activity from the previous week.
