Slovenian translation

Hello,

though I'm new on this mailing list I've been following PHP-FIG since the beginning. If I'm allowed I would like to propose and add a new translation - Slovenian translation (sl_SI with language code sl which would be also a folder name for this translation). The advantage of this translation would be to have some common terminology in our country and it will be also interesting for local users.

I have translated phptherightway.com already so I know a lot about creating and also maintaining such translations in future.

Is it ok to proceed and send you pull request with translated files to both fig-standards and php-fig.github.com repositories?

Confession: I don't know Slovenian, but adding more translations is always good IMO!

Hello, thanks for accepting my pull request in fig-standards repository. Would there be also possibility to merge in this pull request:
https://github.com/php-fig/php-fig.github.com/pull/112
so the translations can be found on the official website as well. Thanks in advance or let me know if there is still anything stopping merging this PR.
