[VOTE][CC] Changes to Funding Bylaws

Core Committee Members:

Pursuant the Bylaws Voting procedures [0], I'm calling to vote the Funding Bylaws [1] as drafted here: https://github.com/php-fig/fig-standards/pull/1328. Voting will be open for 2 weeks, until 2025-07-11 00:00:00 UTC.

The rules for this Approval Vote are:

For the Core Committee vote, Core Committee members may vote, either For (+1), Against (-1), or Abstain (+0). Quorum is 50%. A 2/3 majority is required for passage.

Both the Core Committee and Project Representative votes must pass for the Bylaw Vote to be approved. If an individual is serving as both a Project Representative and Core Committee member, they are ineligible to vote in the Project Representative vote.

Voting has now closed for this vote.

Voting by Project Representatives PASSED with 2 voting, all Yes. Quorum was not required for this vote.

Since both CC and Project Reps voting passed, this Bylaw Vote is Approved.
