Actually the membership bylaw says otherwise:
https://github.com/php-fig/fig-standards/blob/master/bylaws/003-membership.md
"This conferral must be notified to PHP-FIG by the current Voting Representative by sending an email to the main php-fig mailing list. This email must state the name of the temporary Voting Representative and the period of time for which their temporary voting rights will remain valid."
So we do need a fixed time period at least, even if we want to bend on who actually sends the email.
Alternatively, Joomla could just name David the for-reals representative, not a proxy. Then if they decide to name someone else later instead, they can do that, too.

Since Andrew has stepped down, no. We already have a set of links to
the Joomla mailing lists as confirmation as noted in David Hurley's
opening email.

Doesn't this email have to come from Andrew? Also, something more concrete
than "some time" wouldn't go amiss.

Thanks for the warm welcome. Now, where do I go to cause the most trouble? "Tabs v Spaces" or "PSR-0 Sucks". :PI really like what the FIG has been up to with the Logging PSR and the other common interfaces. I'd like to see Cache take another lurch forward while I'm "in office".
