minor tweaks to PSR-9/PSR-10

I have submitted PRs for bot PSR-9 and PSR-10 with some minor wording tweaks.
I have also noted some TODOs in each of them.

I would like the have those 2 PRs merged and any other TODOs we feel are important noted in these PSRs before going back to the main list. I guess when we do this we should open one thread about each TODO item.
