Timeout on connect or readwrite with error

I'm passing through both the $connection_timeout and $read_write_timeout as "1.0" but not having a luck in throwing a timeout error. When I test this against a server I know will fail, the process just spins until PHP forces an execution timeout.

Is the timeout in seconds?
