Now if I have new event added to iPhoto library, how do I export this new added event to dropbox instead of exporting whole iPhoto library again?

Just run the export again - Phoshare will check against the exported files, and only export the newly added files. Use the Dryrun option if you want to test that out without actually exporting any files - it'll show you what it would do, without changing any files.

Yes, it is possible to specify a size in Phoshare, but that capability is not exposed in the UI. You can only access that from the command line., by adding something like
--size 1920
to limit both the height and the width to 1920 pixels.
