Why is this notation phonetically intuitive?
why is it any better than Webster or dictionary IPA?

WLO:  Webster in ANSI:  dolør  (dollàr), kût (cût), shugør (shugàr)  RLS: çugør ouçøn   fámøs (fámùs)  lünør  (lümàr)

In PIE, stressed schwa (as in "cut") and unstressed schwa (as in "open") are represented by two different symbols. The stressed schwa is also the letter u's default sound so it's not marked in cut, sun, etc.
