I believe it can be done using HTML5 and its canvas element. I know
you can analyze pixels therefore should be doable (although lengthy)
Haven't done it yet therefore don't have any code to share, sorry.

Hi Elaijah,

It is possible. I've implemented Zbar (http://zbar.sourceforge.net/)
into phonegap and it works perfectly. This barcode scanner only works
for the 3GS because it needs autofocus. But it can scan images from
the photo library perfectly in both the simulator as on the actual
device on my 2G.

Zbar doesn't work for android only iPhone,
you could try http://code.google.com/p/zxing/

I have no clue how android works so I can't help you on that
department.
I did find this post. Maybe you could ask him if he succeeded.
