PhoneGap Video Chat

Can PhoneGap be used to create video chat software? It recall that it
can do video capture, but can it stream that capture to another device?

Yeah, through a plugin. Anything you can code in Objective-C can be accessed through PhoneGap through its plugin interface.

Phono doesn't mention anything about video.  Just audio and IM.  Have you implemented video on top of Phono?
