Hiring Phone Gap Developer

I'm new to phonegap and hiring a developer. I read that phone gap
deploys to multiple environments ios, android, windows etc..
automatically.

So does this mean that I don't have to setup my own Android
developer's account? I'm trying to figure out the process once my
developer creates the apps. How does phone gap distribute the apps to
multiple environments?

Also, I wanted facebook connect etc on the app.
Please give me any information I should look at.

Also, what do I need to know when hiring a developer?

Yes this is true PhoneGap provides support for the multiple builds like Android, iOS, Windows and Blackberry etc.

when you want to upload your app in respective market you should have the account in respective platforms like ios, android etc.....

For Developing the app for respective platform we need to do minimal amount of work like, for exp if you start the app for android you need to have the eclipse IDE, for iOS you should have the Mac Machine and XCode IDE ...same for other platforms.

For Hiring the developer you should consider - 
1. Developer should know HTML or HTML5 
2. CSS or CSS3 basic understanding.
3. Business Logic - JavaScript/ JQuery Mobile developer should be aware in details. added value is like Sencha Framework or Dojo (Which are the two framwork which we can integrate with PhoneGap).

irfy is right, 

For PhoneGap development is better to have a Mac Machine with Xcode for building/testing iOS (iPhone/iPad) Apps.

The same goes for Windows machine with Eclipse (or you can use AppLaud - online service) to help you build apps,

In any case apps need to be code signed, this can be really frustrating and time consuming so it's better to leave that to the developer.

The Developer will need HTML, CSS, jQuery/Javascript skills and knowledge. You may want to research or ask the developer of previous projects.

In addition to the qualities you've already been given, you'll want someone who has already successfully submitted several apps in the specific environments you want. This way you know they make the changes necessary to do the job, and has a working knowledge of the software needed to port to each environment.
