JAVA_HOME error

c:\work\android-sdk-windows\tools\ant\ant_rules_r3.xml:336 Unable to
find a javac compiler
com.sun.tools.javac.main is not on the classpath.
Perhaps JAVA_HOME does not point to the jdk
it is currently set to c:\program files\java\jre6

I am going to try to get javac to launch from a command line.

Fact 1:
I do have eclipse running and completed the "Hello World"

Issue 1:
I don't know why ant can't find the Javac compiler.

I built a batch file to see if the javahome variable is being set

@ECHO %JAVA_HOME%
@echo %ANT_HOME%

The directories
c:\program files\java\jdk1.6.0_21
c:\work\apache-ant-1.8.1-bin\apache-ant-1.8.1

I changed "Program Files" to "Progra~1" and the problem still
persists.

The operating system is Windows XP
