non-us apps with pricing

has anyone gone through the hoops of being a non-us resident etc and pricing an app?

i sat on hold with the bloody irs for over an hour to get an itin and gave up (i'm in spain and i hate to think what the phone bill will be)

what i found out was that i'm going to get the app approved as free and then once thats done and in the store i'll go through the rubbish of doing the tax stuff  and change the price tier ;)

the thing is that its only to change the witholding tax from 30% to our treaty of 5% - but even if i want to forego that reduced rate and stick with a blanket 30% i still have to have an ITIN - i dont understand why i cant have a contract with itunes spain and be done with it

i submitted the app a couple of hours ago as free and its now "in review"

Ok, so should I understand that only US citizens can submit apps to
Apple appstore ?
I don't get it what is 30 and 5 % ...

As a canadian, money I have received from US companies is automatically reduced by 30% since I am from Canada and don't have an itin number - also because it was a pain in the ass to get an itin! I think on your tax return you can say that you paid that extra tax though and get a refund???
