You create your HTML/CSS/JS in your favorite text editor; no IDE needed. It's when your ready to integrate the project with iOS that you'll need to download Xcode IDE, or with Android, the Android/Eclipse IDE.

See if this introduction helps you:

I actually like using a combination of Xcode, Eclipse, and Dreamweaver. I make my iOS apps in Xcode and all Android based in Eclipse. PhoneGap build has a system where you can develop them together but I think managing 2 code bases is easy enough. I use Dreamweaver for the majority of my development then put it in Xcode for testing, then c/p the code into Eclipse and test on Android and fix anything specific it has, comment the changed code out and move it back into Xcode. Pheongap has a merge folder you use with the build tools, however I prefer doing it this way and using my GUI tools. I am 100% positive this is the most inefficient way of doing this but I started with pre 1.0 of phonegap and was just doing iOS dev then added Android later and just developed my own really messed up system ;)

I don't kow about "best", but the new(ish) 7.4 of NetBeans has PhoneGap (well, Cordova) support built-in which might be useful to you.
Still need to check it out myself actually...

You will have to learn the XCode IDE if you intend to publish on App store, that's why I use it as my base. Getting Eclipse to work with Cordova has a higher install curve (at least it did a few months ago due to ant install that isn't mentioned anywhere in the documentation) but after that is soooo much easier.

Netbeans is really investing alot into phonegap development and none of their evangelists in on this list? Confused...

I use Adobe Edge Code CC (or Brackets if you want a free version) for doing all HTML/CSS/JS work. When deploying I open up xCode or Eclipse to perform device specific testing.

You can use Icenium or Application Craft for making apps easily. I'm using AC. But both products are not free.
