Can we just copy angular.js file in the folder and use it in index.html. Does it have any side effect?

Yes, you can. For example, the Ionic framework for creating mobile (PhoneGap) apps depends on using angular.js.

One of the great characteristics of AngularJS is that it's NOT an all-or-nothing framework. You can use it in a small section of a page, the entire page or not on a given page at all. And as mharr stated, you can build an entire application with AngularJS - as with Ionic.
You can also look at Angular Material as another library that leverages AngularJS to build mobile apps.
