Google Code Project Setup

I have decided to use Google Code to host the PHOCOA project.

The project has been without any interactivity for too long, lacking
a wiki and issue tracker. We'll use the Google Code site for the
community-managed info (wiki, source browsing, issue tracker), while
the phocoa.com site for now will remain as well.

I haven't posted the SVN repository yet... if anyone is interested in
having a source checkout LMK and I will accelerate that. Right now I
have the SVN repository local to my own machine.
