Apologies for this late mail.
We were a bit reluctant because we have not really been active physically here in Nigeria sadly except for an active social angle. However, reading through some of the communications and especially the provisional agenda 13 (ensuring sustainable financing for universal health coverage in Africa in the midst of changing global and local economic factors), and the very first proposed actions (establish mechanisms for increasing domestic public financing for health), we have some news on that in Nigeria as it relates the establishment of Basic Healthcare Provision Fund (BHCPF) which is a new pathway at ensuring UHC and getting here was a result of different agencies, movements, NGOs demanding and pushing for UHC over the years.

So we are wondering if we can write up a draft contribution on this and may be commentary by CoB tomorrow and if that is accepted by you, you can add to the input on Item 13. If yes, how much time do we actually have to submit a draft and final file?

By the way we sent in a submission on that Basic Healthcare Provision Fund (BHCPF) to PHM Exchange but i don't think if it was considered.

This email serves to ask if you would be interested in taking part in the WHO  AFRO watching.  The principle and process is exactly the same as for the WHO watch. The Regional Committee meeting offers an opportunity for African watchers to develop statements focusing on issues especially relevant for the region. Within the framework of PHM’s initiative of Democratizing Global Health Governance, the PHM has been watching the meetings of the governing bodies of the WHO for the previous few years. Please refer to the WHO-watch section on the website on the Global Health Watch for detailed documentation of previous watching activities.

The sixty-eighth session of the WHO Regional Committee for Africa will take place from  27 to 31 August 2018 in Dakar, capital of the Republic of Senegal.  Its agenda and technical documents can be found  here:  AFRO68 (EN) and here: AFRO68 (FR). 

In the next few weeks before the meeting we would like to develop PHM commentaries or statements. We suggest the following activities for watching the WHO’s African regional committee:


Identify priority agenda items and develop PHM commentaries


We would like to consult on which agenda items you may consider to be a priority and then develop a PHM commentary on the selected items that highlight PHM positions linked to the general African reality and specific country context. Please check out the Tracker Page for Afro68 and look at the items below which we suggest we might focus on given the issues country circles have been working on

·         Agenda item 10. Regional framework for the implementation of the global Strategy for cholera prevention and control, 2018–2030 (Document AFR/RC68/7) 

·         Agenda item 11. Framework for certification of polio eradication in the African Region (Document AFR/RC68/8)

·         Agenda item  12. Status of implementation of the four time-bound commitments on noncommunicable diseases in the African Region (Document AFR/RC68/9)

·         Agenda item  13. Ensuring Sustainable financing for Universal Health Coverage in Africa in the midst of changing global and local economic factors (Document AFR/RC68/10)

·         Agenda item  14. Roadmap for access 2019–2023: Comprehensive support for access to medicines and vaccines (Document AFR/RC68/11) 

·         Agenda item 18. Draft Global Action Plan on the health of refugees and migrants (Document AFR/RC68/15)

We would like to coordinate a quick consultation during which PHM-country circles can further identify the most relevant items for their country context leading to better informed prioritization. Refer to the Tracker page linked above for all the agenda items.


Pacome Tometissi  and David Legge have worked on the WHO tracker page for the AFRO68 meeting https://who-track. phmovement.org/afro68  and have linked the official docs for each item (in both EN and FR) and where relevant have inserted links to the google documents for the PHM Commentaries (in EN and FR). The google documents should be viewable by everyone but we are keen to restrict the editing function to a small editing team. 

We can manage draft commentaries in either EN and FR and will be using Google Translate to convert. 


Establish small groups to work on the different topics 


For those who will indicate their interest and would like to join, we  would like to establish small groups to work on the topics to put up a PHM Commentary. The different small groups will thoroughly review the technical document pertaining to their chosen agenda item.  The commentary can consist of the following as a guide

-       In focus: Why is this item on the agenda at this time. What is expected of the Regional Committee?  Is it just to ‘note’, or to ‘decide’ or ‘resolve’ and if so what?

-       Background: What is the background on this item? How did it get here? Who is pushing? Are there important implications or connections?

-       PHM Comment: What is PHM's position or what should be PHM’s position?


Policy advocacy with health ministers before the RC meeting


Part of the WHO Watch model is supposed to involve lobbying ministers of health in advance of the RC meeting and the PHM WHO tracker might help in this. Country circles may consider meeting with delegates in their countries attending the RC to advocate for PHM's position on the agenda items. Ghana and Nigeria have done this successfully in the past and you may be interested to take this up as well.



In summary please consider making time for:

·         A quick consultation within the PHM country circle to advise about the most relevant items to your country context among the agenda of the upcoming meeting of the regional committee

·         Identifying experts to contribute to the commentary on certain items.

·         If possible, engage in advocacy with delegates in your country attending the RC
