The R1 Airport Line is the regional rail line that services the
Philadelphia International Airport. I've never taken it myself, but as
far as I remember, it costs about $6 to take the R1 from the Airport
to any of the three core SEPTA stations in Center City (30th Street
station, which is the Amtrak interchange; Suburban Station; Market
East). From any of those core stations, you can take another regional
rail line that will get you to Roxborough. (I don't know which one
offhand.)

Philadephia taxicab regulations are such that any trip between the
Airport and the Center City zone (defined as Spring Garden Street to
the north, the Schuylkill River on the west, South Street on the
south, and the Delaware River on the east) is a flat fee of $20 for up
to four passengers. If you're staying in a Center City hotel, it's
definitely in there.
As far as airport shuttles? Here are a few from the phone book under
"Airport Transportation Services". No voucher as to price or quality,
these were just the biggest ads. :)

There were a good 20 - 30 more listed in the phone book, and there are
always lots just waiting at the airport.

R1 Airport Line fare to Center City is $5. The additional dollar takes
you beyond it.
The "station at Umbria Street" is Shawmont, a "flag stop" on the R6
Norristown Line (i.e., you must inform the conductor that you wish to get
off there, otherwise the train will bypass it). This is a bit removed
from the heart of Roxborough, which is closer to (albeit uphill from)
Manayunk station on the same line. Come to think of it, it's an uphill
walk from Shawmont to upper Roxborough.
You would need to change at Suburban or Market East Station to an R6
Norristown train. It's a same-platform transfer; look for the green signs
on the platform that indicate where the R6 stops. (At 30th Street, the R1
and R6 trains are on different platforms.)
Alternatively, you could purchase a DayPass for $5 and use (e.g.) bus
route 61 from 8th and Market after leaving the train at Market East. The
DayPass is good for a ride into town on the Airport Line and unlimited
travel on all bus, rapid-transit and trolley routes within the city for
one day. It is sold at the airport -- I think in the Travelers Aid
office, but I'm not dead certain about this.
