We hope you are doing good. The Nalsar Public Policy group would be hosting Ms. P Sivakami where she would be speaking on the theme Lateral Entry in Higher Administrative posts . The webinar is scheduled at 5 PM on 21st  April 2021.

Why discourse is necessary?

Recently the Union Public Service Commission (UPSC) rolled out an advertisement to recruit 30 positions at the Joint Secretary and Director level in the Central administration through lateral entry which is the second round of such recruitments and earlier in 2018 as well such lateral entries were made. Generally, these posts are filled by officers selected through Civil Services Examination conducted by Union Public Service Commission. In this regard, several concerns regarding the representation of marginalized communities at these crucial levels of senior management and lead policymaking has been raised. The above recruitment process has also been criticized on various other fronts like transparency, dismantling the constitutional mandate for reservation, preference to non-civil servant among many others. 

 

About the speaker:

 

P. Sivakami is a former IAS Officer, Dalit feminist writer, and activist. She has worked in several capacities, including district collector of Tuticorin and Vellore, Additional secretary (labour), Director of Tourism (GoI) and secretary, Adi-Dravidar, and Tribal Welfare. A critically acclaimed author, her notable works include Pazhayani Kazhidalum, Kurruku Vettu, Nalum Thodarum, and Kadaisi Mandhar. After taking voluntary retirement from the services in 2008, she has also taken part in electoral politics. She was a member of the BSP, founded her own political outfit Samuga Samathuva Padai (SSP), and recently contested as a candidate from the DMK.
