Rule 76 of Drugs and Cosmetics Act 1940

Sir pleas clarify whether a veterinary doctor appointed to take care of animal house and animal experiments in a Human Vaccine manufacturing unit can be made Quality control in-charge of the said human manufacturing unit?is there any provision in the rule 76 of the drugs and cosmetics act .Kindly go through the complete details in rule 76 and let me may please be clarified and do the needful.
