Theknowledge exams determine your familiarity with the operation of commercial vehicles, motor vehicle laws and safe driving techniques. Exam questions are taken from the information in the Virginia Commercial Driver's Manual, which is available at all DMV customer service centers.

To prepare for the knowledge exam, familiarize yourself with all information in the Virginia Commercial Driver's Manual. Entry Level Driver Training (ELDT) must be completed before completing the HAZMAT knowledge exam.

To pass the exam, you must answer at least 80% of the general knowledge questions correctly. When taking the knowledge exams, select one best answer. Once you pass the required knowledge exams, you can take the CDL skills tests.

If you have failed the general knowledge exam three times, before February 7, 2022, you must complete the classroom portion of a Virginia approved Driver Training School program for commercial motor vehicles and bring the certificate of completion to a customer service center to satisfy eligibility requirements for re-examination. You must have completed the course after the date of the third exam failure.

The ELDT regulations establish a Federal standard for training CDL applicants. Applicants must successfully complete this training before they will be permitted to take the CDL skills test or, in the case of the H endorsement, the knowledge test. Drivers will search for a training provider using the upcoming Training Provider Registry. For more information, please visit the Entry-Level Driver Training (ELDT) webpage.

Effective July 12, 2021 District law (DCMR Title 18, Section 1303) requires all new drivers seeking a commercial learner permit (CLP) and those looking to convert an out-of-state CDL to complete mandatory Human Trafficking Awareness training before being issued a CLP or converting an out-of-state CDL.

The training involves watching a brief educational film and takes about 15 minutes to complete. The required training can be completed online and a printed certificate of completion will be issued upon successful completion of the online training.

Beginning November 18, 2024, State Driver Licensing Agencies (SDLAs) will be required to remove the commercial driving privileges from the driver license of an individual subject to the CMV driving prohibition. This would result in a downgrade of the license until the driver completes the return-to-duty (RTD) process.

Note: SDLAs with legislative authority currently have the option to voluntarily query the Clearinghouse and downgrade CDLs for prohibited drivers and may do so before the November 18, 2024 compliance date.

The Clearinghouse contains records of violations of drug and alcohol prohibitions in 49 CFR Part 382, Subpart B, including positive drug or alcohol test results and test refusals. When a driver completes the RTD process and follow-up testing plan, this information is also recorded in the Clearinghouse.

To get a DC DMV CDL, you must first take and pass all required knowledge tests to get a CDL learner permit with the class designation and endorsements that you need. All knowledge tests are in English only.

For example, if you take and fail the knowledge test on Tuesday, you will not be able to retake the test until Saturday. If you fail the CDL knowledge test six times within a 12-month period, you will not be allowed to take the seventh test until 12 months after you fail the first test. Please be sure you have studied the CDL Manual before you take the test(s).

You cannot process this transaction online. However, you can get ready by completing the application online and answering a series of questions. At the end of the questionnaire, you will be provided with a complete application and list of required documents that you will need to bring with you to an RMV Service Center.

You will have to take one or more knowledge tests to obtain your CLP, depending on what class of license and what endorsements you need. The CLP learner's permit knowledge tests and endorsements include:

CLPs expire 180 days from the date of issue and can be renewed one time for an additional 180 days for no fee. If your learner's permit expires after the one renewal period and you want to get a new permit, you need to present the required sources of identification, take and pass the written tests, and pay the $30 written test fee plus the fee for any endorsements. CLPs must be renewed within 30 days of expiration. If it is not, you will have to take and pass a new knowledge test(s) at your expense.

You may only operate a vehicle for the same class permit that you hold. You must be accompanied by a licensed operator who holds a valid license with the correct class and endorsements for the vehicle you are operating. Your permit must be with you while you are operating the vehicle.

Drivers of commercial vehicles over 10,000 lbs. must carry a valid U.S. Department of Transportation (DOT) approved medical certificate. Also, drivers transporting 15 or more passengers or carrying placarded hazardous materials, regardless of vehicle size, are required to carry a DOT medical certificate. The only exception from this certification is state or municipal employees using a state or municipal vehicle.

Operators of larger and more complex vehicles will need to apply for a Commercial Driver License (CDL). These licenses include Class A, B, and C depending upon the Gross Vehicle Weight Rating (GVWR), Gross Combination Weight Rating (GCWR), and what is being transported. In general, a commercial motor vehicle (CMV) is any vehicle or combination of vehicles with a GVWR more than 26,001, is transporting hazardous materials, or is designed to transport more than fifteen (15) passengers including the driver.

NOTE: If a driver holds a valid Class A, B, or C Commercial Driver License, this license is also valid for operating a Class D vehicle. A separate Regular (Class D) License is not required.

CDL applicants must be at least 18 years of age. If they are under 21, they will be restricted to operate only within Tennessee. Applicants must be able to provide proof of U.S. Citizenship or Lawful Permanent Resident status. All CDL applicants must pass vision, knowledge, and skills tests. To prepare for the tests, applicants should study the Commercial Driver License Manual.

The required knowledge tests may include a combination vehicles test, air brakes test, and applicable exams for endorsements in addition to the general knowledge test. Prior to completing the required road skills test an applicant must also successfully complete a Pre-trip Vehicle Inspection and basic vehicle control.

To obtain a CDL Learner's Permit, you must take and pass the CDL general knowledge test and other necessary knowledge exams (Air Brake, Combination, Tanker, Multiple Trailer, Passenger, School Bus) at a Full-Service Driver Services Center.

An Endorsement is a special authorization, which permits a driver to drive certain types of vehicles, to transport certain types of property, or a certain number of passengers. The following endorsements can be placed on Class A, B, or C commercial driver licenses.

Under 55-50-404 (b), the driver must satisfy all the requirements to earn a CDL except taking the knowledge and skills tests. Issuance of a restricted CDL is only valid for farm-related Class B and Class C service vehicles, not a Class A vehicle. The restricted CDL may be held no more than 180 days consecutively within a 12-month calendar period. The issuance date, expiration date, and restriction/description will be printed on license. The driver MUST keep the letter with their restricted CDL.

Drivers with a restricted CDL are not authorized to operate any vehicle transporting hazardous materials except diesel fuel in quantities of one thousand gallons (1,000), or less, liquid fertilizers in quantities of three thousand gallons (3,000) or less, or sold fertilizers that are not transported with any organic substance.
