BUG #8002: installation (pg_ctl blocked)

Operating system: windows 2012
Description:

The installation on windows 2012 randomly failed. The pg_ctl process blocked
and after a timeout, the installation displays an error message (postgres
has insufficient privilèges to start/stop the service). The user postgres is
created by the installation of postgresql!!

PostgreSQL 8.4.x is not supported on Windows 2012 (and 8.4.0 shouldn't
be used anywhere any more). You need to use 9.2.
