Hi,

I just found that building pg_rman RPM files with using spec files
(included source tar ball) requires installing pg_rman binary
into the production directory, `/usr/pgsql-9.x/bin' for example,
with root priviledge.

I think it's a bit different from the ordinary RPM building
manner.

So, I just fixed it up with an attached patch. It would allow
to building RPM files without installing the binary into
the production directory.
