In 1663 an assembly of Freemasons was held in England. Who was elected
Grand Master?

In 1714, what important proposition was agreed to by the society, a
proposition that perhaps pertains or corresponds to the regulations
adopted by the Masons at the assembly in 1663, that affects us today
and what were the regulations?

As to the first part of your question I will say that it was the General Assembly, what we would refer to as Grand Lodge Assembly,with the main difference being that we allow as many members of Masonry who can to participate, they allowed only the lodge delegates or Masters to attend and represent them. Though today every Mason who attends Grand Lodge has a vote but only the delegates represent the vote of the individual lodges. Earl of St. Albans was G.M. The second part of your question I am not really sure but I will guess as to them being the Ancient Landmarks of our order I know that it was discussed in 1663 about Woman not being Masons I am not sure if this is what you are asking. Either way thats my answer.

This is the time when the doors became open to non-Operative Masons,
the turning point of when Masonry would really being to grow.
