With the Tecplot BLOCK format, the data is still at the cell center. The main difference is that the BLOCK format defines cell geometry more explicitly, and the order of the data is essentially a transpose of the point format. Data is ordered by variable (all cell values for each variable) rather than by point (all variables for each cell).
