Hi all devs,

The output_option%print_initial_massbal is initialized as PETSC_FALSE, which is opposite to print_initial_snap and print_initial_obs.  Is this set on purpose?

Yes. This is on purpose. Most users desire the initial and file snapshot files, but not all desire the mass balance output.

If one would like to output mass balance file, print_initial_massbal at t = 0.0 would be more helpful to compare.  What do you think?

When MASS_BALANCE is included in the OUTPUT block, the initial and final masses are included in the -mas.dat file. However, for the initial output, the instantaneous fluxes will be zero (as they have yet to be calculated).
