The output_option%print_initial_massbal is initialized as PETSC_FALSE, which is opposite to print_initial_snap and print_initial_obs. Is this set on purpose?

Yes. This is on purpose. Most users desire the initial and file snapshot files, but not all desire the mass balance output.

print_initial_massbal at t = 0.0 would be more helpful to

When MASS_BALANCE is included in the OUTPUT block, the initial and final masses are included in the -mas.dat file. However, for the initial output, the instantaneous fluxes will be zero (as they have yet to be calculated).
