Great meeting last week guys!

It seems to me that EDXL allows for other xml content embedded within it in the "embeddedXMLContent" tag, such that the missing person specific elements could be embedded within that object... basically using EDXL as a wrapper for most of the PFIF elements.

Thoughts?

Can PFIF be merged into EDXL to collapse standards into one?  Since I'm sure this has been asked before, where is the prior discussions on this?

The Tracking Emergency Clients (TEC) steering committee (of which I'm a member) has considered incorporating PFIF within the scope of the TEC standard and its progression towards eventual submission to OASIS.  The TEC convenors (Tim Grapes and other SE Solutions folks) are having some exploratory talks with Google & Ping in these regards.
 
There wasn't much discussion about this at last Monday's TEC steering meeting, which focused more on some of the proposed TEC elements (similar to TEP, concerning patients), and how they might need to be changed or better defined to support a large-scale disaster with extensive evacuations like Missisippi flooding.  (There was also more thought about how to package & scope possible information that is not focused on individuals evacuees, but more on shelter and transport capabilities.)
 
As Tim Schwartz indicates, PFIF could be included within a EDXL-DE, wrapper, by itself or with TEC/TEP content as well.  PFIF is a somewhat minimalist schema and traditionally public facing, whereas TEC/TEP is considerably more extensive and focused on supporting emergency responders, hospitals, and shelters.  I don't think either will entirely replace the other, but they could (if stars align) co-exist and be complementary.

You raise a good point!

I'm happy to say that there is interest from the EDXL side on incorporating PFIF in some fashion.  The project initiation document (see http://www.evotecinc.com/TEC/) mentions, "Adoption of the current People Finder Interchange Format (PFIF), either in its present or an enhanced form, is considered in scope of this effort; fulfilling the need for a standard “Client “Registry” Information XML message."  There is also an expressed intention to work with PFIF stakeholders: "Adoption of PFIF as an open standard (in its current form or enhanced through this effort in cooperation with current PFIF stakeholders) will enable broader use and application of TEC message exchanges for sharing of available client “registration” data.  The intent is to work with the current designers, maintainers and users of PFIF..."

As Glenn has said, EDXL-TEC has broader goals than PFIF; it will likely be a much larger and more complex standard, but there is reason to hope that they will work together in a sensible fashion.

FYI:  the TEC conveners (Timothy Grapes, William Bowen, Lewis Leinenweber) have put together a small "Registry Exchange" meeting tomorrow in DC to discuss all this further, with Ka-Ping Yee from Google, me from NLM, and the American Red Cross's Katherine Galifianakis (Mgr, Welfare Info and Family Reunification) and Mary Casey-Lockyer (Mgr, Disaster Health Services).
