RFC specification of math expressions in PEtab

Dear PEtab community,

While work on PEtab v2 is ongoing, we are also preparing a proper
specification for formula expressions used in PEtab.

This was, unfortunately, undefined in PEtab v1 and everybody used their
own parser, producing potentially different results (due to varying
operator precedence) or errors (due to unsupported functions).

Now, there is a draft on how we intend to handle that in PEtab v2 and
we'd be glad to receive your feedback, ideally within a week. The
current proposal is mostly compatible to SBML L3 formulas that many
tools might already be working with.
