(1) General. For each ticket for a wheelchair space purchased by an individual with a disability or a third-party purchasing such a ticket at his or her request, a public entity shall make available for purchase three additional tickets for seats in the same row that are contiguous with the wheelchair space, provided that at the time of purchase there are three such seats available. A public entity is not required to provide more than three contiguous seats for each wheelchair space. Such seats may include wheelchair spaces.
The Department has added paragraphs (d)(2) and (d)(3) to clarify that in situations where there are insufficient unsold seats to provide three additional contiguous seats per wheelchair space or a ticket office restricts sales of tickets to a particular event to less than four tickets per customer, the obligation to make available three additional contiguous seats per wheelchair space would be affected. For example, if at the time of purchase, there are only two additional contiguous seats available for purchase because the third has been sold already, then the ticket purchaser would be entitled to two such seats. In this situation, the public entity would be required to make up the difference by offering one additional ticket for sale that is as close as possible to the accessible seats. Likewise, if ticket purchases for an event are limited to two per customer, a person who uses a wheelchair who seeks to purchase tickets would be entitled to purchase only one additional contiguous seat for the event.
The Department also has added paragraph (d)(4) to clarify that the requirement for three additional contiguous seats is not intended to serve as a cap if the maximum number of tickets that may be purchased by members of the general public exceeds the four tickets an individual with a disability ordinarily would be allowed to purchase (i.e., a wheelchair space and three additional contiguous seats). If the maximum number of tickets that may be purchased by members of the general public exceeds four, an individual with a disability is to be allowed to purchase the maximum number of tickets; however, additional tickets purchased by an individual with a disability beyond the wheelchair space and the three additional contiguous seats provided in 35.138(d)(1) do not have to be contiguous with the wheelchair space.
The Department continues to be concerned about alleviating the challenges for social service providers that are also subject to section 504 and would likely be subject to conflicting requirements if the transient lodging standards were applied. Thus, the Department has retained the requirement that social service center establishments comply with the residential dwelling standards. The Department believes, however, that social service center establishments that provide emergency shelter to large transient populations should be able to provide bathing facilities that are accessible to persons with mobility disabilities who need roll-in showers. Because of the transient nature of the population of these large shelters, it will not be feasible to modify bathing facilities in a timely manner when faced with a need to provide a roll-in shower with a seat when requested by an overnight visitor. As a result, the Department has added a requirement that social service center establishments with sleeping accommodations for more than 50 individuals must provide at least one roll-in shower with a seat that complies with the relevant provisions of section 608 of the 2010 Standards. Transfer-type showers are not permitted in lieu of a roll-in shower with a seat and the exceptions in sections 608.3 and 608.4 for residential dwelling units are not permitted. When separate shower facilities are provided for men and for women, at least one roll-in shower shall be provided for each group. This supplemental requirement to the residential facilities standards is in addition to the supplemental requirement that was proposed in the NPRM for clear floor space in sleeping rooms with more than 25 beds.
The Department notes that the residential facilities standards allow for construction of units with certain features of adaptability. Public entities that are concerned that fully accessible units are less marketable may choose to build these units to include the allowable adaptable features, and then adapt them at their own expense for buyers with mobility disabilities who need accessible units. For example, features such as grab bars are not required but may be added by the public entity if needed by the buyer at the time of purchase and cabinets under sinks may be designed to be removable to allow access to the required knee space for a forward approach.
Other commenters, mostly trade associations, opposed this requirement, arguing that the added cost to the industry outweighs any increase in accessibility. Two commenters stated that these proposed requirements would add two feet to the width of an accessible single-user toilet room; however, another commenter said the drawings in the proposed regulation demonstrated that there would be no substantial increase in the size of the toilet room. Several commenters stated that this requirement would require moving plumbing fixtures, walls, or doors at significant additional expense. Two commenters wanted the permissible overlap between the door swing and clearance around any fixture eliminated. One commenter stated that these new requirements will result in fewer alterations to toilet rooms to avoid triggering the requirement for increased clearances, and suggested that the Department specify that repairs, maintenance, or minor alterations would not trigger the need to provide increased clearances. Another commenter requested that the Department exempt existing guest room bathrooms and single-user toilet rooms that comply with the 1991 Standards from complying with the increased clearances in alterations.

The National Memorial Cemetery of the Pacific has space available for cremated remains in the columbarium. We may be able to accommodate casketed remains in the same gravesite of previously interred family members. Periodically, however, burial space may become available due to disinterment from an existing gravesite or for other reasons. If burial space is available at the time of request, the cemetery will assign a gravesite to an eligible Veteran or family member. Since there is no way to know in advance when a gravesite may become available, please contact the cemetery at the time of need to inquire whether space is available.
The religious convention of placing fruits and non-alcoholic beverages on graves is allowed. Due to limited space in the columbarium, we request that the placement of these items be minimized in that area.
As the smugglers' plane starts to head away from Rio de Janeiro, Blu rigs a bungee cord to a fire extinguisher to bent the top of his cage (referred to by Nico and Pedro as "popping the cage"), allowing him to escape. Then, he busies himself with the escape of others. As he flips a lever to open the plane's cargo bay, all the other birds escape, except for Blu, who is still afraid of flying. As Jewel tries to comfort him, Nigel attacks Blu, pins him down, and attempts to strangle him. Jewel tries to assist Blu in the battle, but Nigel knocks her into the plane's wall, making an empty cage fall on her wing, breaking it and making her no longer able to fly. This angers Blu and as Nigel mocks them, he tracks a nearby hissing sound and notices that a fire extinguisher is nearby. He manages to grab the bungee cord attached to the fire extinguisher, hooks it onto one of Nigel's talons and pulls off the safety pin, sending Nigel crashing out of the plane's cockpit and into one of the propellers which promptly ceases to function, subsequently causing the plane to lose altitude. As Jewel slides off the plane's cargo bay and tumbles into empty space, Blu forces himself to put his fears aside and jumps after her without hesitation. He then has another memory of falling out of the nest. As he catches her in mid-air, Jewel yells at him for being crazy, but Blu tells her that he won't let her go as they are still "chained-to each other birds" [1], Blu is kissed by Jewel. Blu is suddenly heartwarmed by Jewel's unexpected kiss and is suddenly aware of the beating of his heart, and with renewed determination, extends his wings, and successfully swoops out of the nosedive just in time to avoid crashing into the surface of the ocean, saving himself and Jewel. Flying down to Linda, Tulio, and Fernando, Blu convinces Jewel, who is still wary around humans, to let Tulio tend to her wing. After some time, when Jewel has made a full recovery, Blu joins her in the wild, sharing one last goodbye with Linda with a fist bump at the Blu Bird Sanctuary.
In Angry Birds Star Wars she plays the role of C-3PO.
- Adaptational Superpower Change: In the games, she lays exploding eggs; in the movie, she shoots fireballs out of her butt.
- Ambiguous Gender: Some fans had been mistaking her as a male. Averted with her Toons design which gave her Tertiary Sexual Characteristics to make her unambiguously female, which was carried over to the games starting with Angry Birds Go!.
- Astonishingly Appropriate Appearance: Matilda has the ability to lay explosive eggs, and is also shaped like an egg. Bizarrely, in early versions of the game Matilda "deflated" after dropping her egg, implying that the egg itself was what was giving her shape.
- Berserk Button: "Cordon Bleugh!" reveals that she does not like having her cooking mocked or ridiculed. When a bunch of pigs who just tried to steal the eggs taste her soup and make no effort to hide how much they love it, Matilda is so overjoyed to see someone enjoying her cooking that she decides not to give them the beating she was about to unleash and simply bounces away happily.
- Badass Adorable: Matilda looks pretty cute, but don't make her angry or steal the eggs, or she will shoot you with her egg bomb.
- Beware the Nice Ones: Matilda is the Technical Pacifist of the flock and one of the nicer bird, even the pigs seems to like her on occasion. That said, when being provoked, she's outright terrifying to the point of scaring other birds sometimes, including Red.
- Blush Sticker: Sports really noticeable ones.
- The Bus Came Back: Reincarnated as C-3PO in the Star Wars installment of the series. She has appeared in most games since.
- Characterization Marches On: In Angry Birds Toons, she appears more feminine than her original masculine image.
- Chuck Cunningham Syndrome: She has strangely been left out of Space. She's also always absent in the trailers, with the reason of her lack of appearances unknown. Bonus points for being put on a nest.
- Death from Above: By dropping an exploding egg, launching herself upward at an angle.
- Girly Girl with a Tomboy Streak: Matilda, starting from the Toons series, is given a Girliness Upgrade in the form of some pink accents on her body to look a bit more like a girly bird; she is the Team Mom of the Flock and enjoys gardening. However, she's also an avid ice hockey fan who can kick butt both on the rink and in a fight, and while she doesn't like her cooking being insulted, she's a Lethal Chef as far as the birds are concerned.
- Granola Girl: She is depicted as this type of character in the movie.
- Lethal Chef: While she can cooks just fine, her cooking in "Cordon Bleugh!" episode in Toons is deeply loathed by the other birds, and is so terrible that it can kill plants. Averted with the pigs, who think she's a Supreme Chef.
- Light Is Good: A white bird and one of the playable heroes.
- Mama Bear: Is just as protective towards the eggs as the other birds.
- Masculine Girl, Feminine Boy: The Masculine Girl to Chuck's Feminine Boy, at least in the early games.
- Nice Girl: She's always calm, gentle and caring, unless pushed too far.
- New-Age Retro Hippie: She doesn't look like one, but she holds the same values of pacifism and ecological harmony as stereotypical hippies, and her vision of the eggs in "Egg Sounds" are more blatantly obvious ones.
- Passionate Sports Girl: She is shown to be obsessed with ice hockey in the Toons episode "Cold Justice".
- Proj-egg-tile: Matilda attacks by laying an exploding egg.
- Samus Is a Girl: Many fans did not realize that she was a girl in the early games.
- Sir Not-Appearing-in-This-Trailer: She never appears in any Angry Birds video trailer, and her only prominent appearance was in a Chinese cross promotion for Coca Cola and the summer Olympic games.
- The Smurfette Principle: Of the tomboyish One of the Boys variety. Averted when Stella joins the flock.
- Staff Chick: Classed as a Healer in Angry Birds Epic.
- Team Mom: In the 'Meet the Flock' video for Angry Birds Toons, she is depicted as more obviously female and performs tasks like serving food to the other birds. Bonus points for being the tallest of the main five birds in the flock.
- Technical Pacifist: She isn't as confrontational as the other Angry Birds, but she still fights the pigs when they try to steal the eggs. In The Movie, she's an anger management therapist.
- Throw Down the Bomblet: Her ability is to drop an exploding egg straight down.
