Who applied for a Grant or commissioned work and didn't get it?

I'm a musician, writing a paper on funding and support in New Music.
My question for you is:
Do you know of someone who applied for a grant for the National
Endowment for the arts, or tried to get their work commissioned on
organizations like Bang on a Can and were refused?
Do you know why?
