[Release] Perspectives Client 4.6.3

Perspectives Client 4.6.3 has been released! This is a minor
internal-only release; it fixes the internal tests we use to validate
translations. No one should notice a difference unless you build and
install Perspectives using the source code.

The update has been submitted to the Mozilla Addons site. You can also
download it directly via this link:

We will still continue to fix the preference location issues (bug #59)
once this release is through.
