Deactivating Turkey Earthquake Personfinder

The Google Crisis Response team and Google Turkey team have decided to
deactivate the Personfinder instance established for the Van
Earthquake response. http://turkey-2011.googlepersonfinder.appspot.com/.
The use and utility of the tool has been decreasing over time, and so
in line with our standard practice we've disabled access to the
records.

Thanks to all those who contributed and helped make it a useful tool
during a time of need.

It will be great when future instances of PF will allow the automatic broadcast of this information. This way syncing repositories can "catch word" and stop hammering a dead instance.
