PFIF obviously can't accommodate the needs of everyone and so there are times we need to include some proprietary data. For example, we need finer gradations of note.status values which we would like to incorporate in the note record. Is there any accomodation made for incorporating XML comments in the PFIF record?

I think the correct mechanism for that would be to define your own XML tags in your own namespace.  There would be no guarantee that other repositories and processors would preserve your extra tags, though.  For the next version of PFIF we could consider adding an extension element to contain these custom tags.
