Is there a test instance of the people finder?

I am a member of the Seattle Auxiliary Communications Services team and am working with the Seattle Emergency Hubs to develop a tool for reuniification after a major disaster (e.g. an earthquake) in the Seattle area.  We would like to develop a process for PF information to be collected and fed into the PF in a batch mode if local internet connectivity is not available.  We have access to programmers and we can work the with the PF API for this.

Is there a test instance of the PF we can use to test our integration efforts?  Or do we need to stand up our own instance for testing?

If we need to run our own instance, can we run this on a modern Linux host like Debian 11?
