I've seen two cases
The 1st is similar to the situation that you are describing. Someone starts using Personal Kanban in an isolated way and people just get curious and began to copy the idea. As Deming said, the people uses to copy the interesting ideas but as they lack the theory behind them, they fail to "get" the method and only obtain a scarce benefit.
The second case is based on an Agile coaching program for dozens of leaders of Small Business from Knowledge Industry, called "Clínica Agil' (agile clinic for team leaders ) . Is a 8 week program with weekly meetings were I coach them to give them the lean-agile principles an tools to enable them as change agents.
My heuristic is that you can help your team if you are stressed yourself. Therefore the first step is to teach them Visual Thinking and then Perdonal Kanban. When they see the benefits of the method in themselves, they will be ready to coach their teams to start applying Kanban in their workflow.
This method has very good results, with near 3/4 of coachees starting a successful Kanban implementation at the end of the " agile clinic "
