How to reactivate a tombstoned PURL using HSQLDB

We use PURLZ-Server-1.6.3 installed with the default HSQLDB. Would you please tell us how to reactivate a tombstoned PURL?
We have little knowledge about HSQLDB, so it would be helpful if you tell us the process using the CUI or GUI.
