Draft documents have been prepared for software maintenance, studies and reports, aircraft maintenance, test range support, and surveys. After the documents have been finalized, they will be published as a reference source for agency voluntary use. The Program Management, Administrative, Operations (Clerical), and Technical Services program, hereafter referred to as PACTS II, is designed to establish a portfolio of Department-wide Indefinite-Delivery, Indefinite Quantity (IDIQ) contracts for non-information technology (IT) support services that will enable DHS business and program units to accomplish their mission objectives, as well as cross-organizational missions. In support of Executive Order 13360, PACTS II is a 100% SDVOSB set-aside consisting of two (2) Functional Categories (FCs) of services; FC1 will include Program Management (P), Operations (OS) (i.e. clerical), and Technical (T) services; and FC2 will include Administrative (A) services.
The Contractor shall provide services under the designated Functional Category, in accordance with issued task orders (TOs). TOs will be issued in accordance with the procedures set forth in Section G of the resultant contract. Additionally, TOs may include incentives, performance- based measures, or option periods.

The contractor shall provide DHS with the full range of services that are within the scope of each FC. Specific requirements will be further identified at the Task Order (TO) level per the specific requirements of the ordering activity. The services provided under PACTS III will supply DHS within the 50 United States, the District of Columbia, and outlying areas as defined within Federal Acquisition Regulation Pait 2. The contractor shall furnish the necessary labor personnel, materials ( equipment, facilities, travel, and ancillary labor), and other direct costs required to satisfy the TO requirements.
All prime contractors awarded IDIQ contracts under PACTS III must have small business size status in one of the following four socio-economic categories: Service-Disabled Veteran-Owned (SDVOSB), Women-Owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone), and 8(a) program.
The Contractor shall furnish the full range of solutions and services necessary to meet the scope of the requirement of this contract and individual TOs issued under it. All solutions and services must meet the DHS policies, standards, and procedures identified in the individual TOs.

Services under this FC may also include, but are not limited to, general management consultants that provide a full range of administrative, or other management consulting services.
