Since there's no way to get rcids, there's no way to actually use the
method. Until issue 105 is fixed, patrol() can't be included in the test
suite.

This actually doesn't depend on issue 105. By the same token, I'm not sure
it makes sense to allow setting the domain for most tests - they require
categories and pages set up in advance. Closing as WONTFIX on that basis.
