If anyone reads this list anymore, I point you to the Recommended CPAN Module
lists on the Perl 5 Wiki.

This is a project to simply list what the Perl community feels are modules one
should be aware of. To avoid being overwhelming the lists are split down by a
particular task: web, XML, databases, etc.

While not exactly a Perl SDK, it will help guide distributors of Perl in what
modules they should package. And hey, its something.
