Changes to PerlFAQ process

Dear PerlFAQ Workers,

You're probably aware that after many years of looking after the perlfaq
brian d foy moved on from running it about a month ago.

At the request of several people I've taken it on.

A few changes are happening..

- PerlFAQ is now dual-life (it lives as a CPAN module AND in Perl core),
the Perl core will be updated from the CPAN version.

- Please make changes/pull requests against
https://github.com/perl-doc-cats/perlfaq

- Please open issues for discussion here:
https://github.com/perl-doc-cats/perlfaq/issues

when we are ready to put a new version on CPAN I will merge
perl-doc-cats/perlfaq
to https://github.com/tpf/perlfaq which will always be the same as the
version on CPAN and the source of http://faq.perl.org/

The mailing list will continue to exist for now, but I'd like discussions
to move more to github issues where it is easier to comment on specific
patches and relate patches to issues.

There will be a new website as well, which will look like this:
http://leo.cuckoo.org/faq/html/perlfaq.html

I am keen to have all the current perlfaq's reviewed in detail..

1) Are they still frequently asked?
2) Is the answer still correct?
3) Is the answer still the best answer?
4) Would a link to an authoritative answer be better than trying to
maintain information in the faq (there is lots of duplication
in perl documentation, and now lots of it is out of date, I don't
want to perpetuate this)?

So any help is really appreciated!
