I believe that that would premature, as it's just demonstrated that actually
RT isn't shut off to new tickets.

(Quite why the RT queue is allowing new tickets, I don't know, but I would
hope that perlbu...@perl.org does, and can fix it)

I'm about 30 seconds ahead of you right now. Waiting on getting the
queue and the report disabled, and I already marked those tickets as
spam.

We hadn't actually asked for it to be disabled until a few moments
ago, so the new spam was not surprising, merely annoying.
