blib vs. icu

Hi again Listers,

Ok it looks like to me that the ./blib directory is associated
in some way with the ./icu directory [same header files, vague
references to blib from icu README, etc.]. The (installation) MANIFEST
never mentions blib but installs icu. BUT cc_inc [of the build process
fame] contains pointers to the include files in blib but not in icu.
Puff. So could someone please give me the quick 25 second tutorial on
(a) if icu and blib are related and if so (b) how they are related? This
information relates to the "what flags do we need to compile a parrot
extension in AND out of the build directory" question. Thanks for any
help.
