This rt.perl.org ticket exists to track rt.cpan.org #53305 for core
distribution purposes.

Original problem: using CPAN 1.945301, from a nearly-fresh 5.11.3 core
installation, a module installation via the cpan(1) command line will
delay following dependencies and will install a thereby-broken module that
failed its test suite. Problem does not occur from inside the CPAN shell.
