ExtUtils-MakeMaker 7.02 released

V7.02 of ExtUtils-MakeMaker has been ululated at CPAN

More interesting changes include:

- NMAKE works once again. It was broken because of a bug in NMAKE
- core builds on Windows work now after a fix to FIXIN
- VMS can now handle switches in $(PERL)
- writeMakefile() has been removed after 20 years of being deprecated
