How to honor the principle of first come first served?

If you are emailed a job req and are not currently interested but then 3 weeks later start looking for a job and a different recruiter contacts you about the same position, which recruiter should you work with? The one that contacted you when you first looking or the one that first contacted you?

I would likely work with the new recruiter, since my status would have
changed since I talked to the old recruiter, unless I prefer one over
the other.
