This release "fixes" Test::Smoke wrt. the changed output of
Test::Harness (which I really don't like!).
Windows smokes should be restored. Inconsistency reports should be
restored. And finally harness_only reports should be back.

Ah right. So anyone using harness can now enjoy the speed up from setting
TEST_JOBS in their environment?

By default, it uses t/TEST and ./harness is used for extended reporting
on failed tests.
