Lancaster QAH and Test::Smoke

Hi All,

We had some goals entering the Lancaster QAH for Test::Smoke and with a bit of extra
effort, these are now met.

1) Fix the encoding of compiler messages in the SmokeDB
2) Better system information for ARM/Linux machines
3) smoke-me (or any branch) smoking from the git-repository

Test::Smoke 1.59 is on it's way to CPAN

BTW: We also moved the source to github: https://github.com/abeltje/Test-Smoke.git
